The program supported local economic revival and enterprise competitiveness in poor, underdeveloped municipalities with high level of unemployment. It promoted job creation and enterprise competitiveness through the establishment of an economic planning process that involved the public sector, the private sector and civil society. The training component of the program aimed at employment generation and worker retraining as to alleviate the process of labor restructuring and economic transition.
