The primary human capacity development program of USAID in the early years of its assistance program, providing short-term trainings in the U.S. and countries in the region. The program provided a broad base of leaders and professionals with the skills and practical knowledge to develop and support democratic processes, free markets, and private sector growth. The program included a Small Grants component which provided funding to projects designed and implemented by returned participants.
