The program targeted customs administrative reform and strengthening. The effort supported the efforts spearheaded under the Southeast European Cooperative Initiative, which sought to reduce customs and border-related obstacles to trade. Activities were carried out in Plovdiv, Rousse, at the seaport of Varna and the Kapitan Andreevo Border Station. Some of the results in accelerated shipment processing and more effective physical examinations.
