Early USAID assistance for the reform in the power sector included training on tariff and pricing development which was the first introduction to commercial market oriented methods for utility operators. Assistance also focused on the operations and structure of the National Electric Company. Together with the European Community and the World Bank, USAID developed an action plan for the reform and modernisation of the power sector.
