On September 26, the Council of Ministers adopted the National Action Plan for Combating Trafficking in Human Beings for 2007. The Expert Group under the National Anti-Trafficking Commission played a key role in the development of the Action Plan, together with the Secretary of the National Commission, Antoaneta Vassileva.

The expert group formed as a result of the study tour to Ukraine and Italy organized by World Learning and the International Organization for Migration (IOM). The principal part of the Action Plan was developed during a retreat for the Expert Group organized by IOM under its program with USAID.
