USAID provided technical assistance and training to Bulgaria’s Ministry of Labor and Social Policy on how to reform the existing single tier government mandated pension system and how to develop voluntary and mandatory private pension funds in Bulgaria. In 1999, based on these activities and input from the international community, including USAID, the Supplementary Voluntary Pension Insurance Act and the Mandatory Social Insurance Code, the cornerstone of the pension reform, were enacted into laws.
